This is the reed valve that attaches to the intake manifold on the Minarelli engines used in some scooters and atvs.  It is used to control the fuel / air mixture going into the cylinder.  Reed valve failure can result in reduced power. 

Reed valve specs:

• Dimensions: 75mm x 66mm x 39mm includes bolt holes
• Dimensions: 2.95 in. x 2.6 in. x 1.53 in.
  
• 6.2mm (0.25 in) bolt holes
• Does not include the gasket
